Are there rules for goading a vampire into frenzy through insults and whatnot, and if so, what are they?

Produce one of the situations on the frenzy table. At that point, the target makes a test to see if he frenzies.

That's them.

("I'm perceptive enough to insult you deeply" is a decent start, as is a mass challenge on the rest of the room: "I'm witty enough that you all laugh at him.")

Yes there are. It is a social challenge where if you win the person must make an appropriate Self Control check or spend a WP to prevent frenzy for 10 minutes. If the source of the aggravation is still present you test again or spend another WP.

So basicly it would be something along the lines of I insult him in game, I then have to win a social challange, and then if he fails the self control check he frenzies?

Question; is Dominate 1 usable against a vampire in frenzy, provided you are the one to goad them? I am quite new to the system.

Yup. You just need to remember that you some how need to keep eye contact against someone who is trying to rend you limb from limb. Deeking, dodging and being pummelled has a nasy habit of ruining eye contact.
