Bonus traits add on ties.
Penalties subtract on ties.
Neither one matters on non-ties.
Negative traits and similar effects require you to bid extra traits in order to enter into the challenge at all.
That's pretty much straight by the book, but the book isn't clear about it in any single place.

For example, if I use Aura Perception on you, I make a static test with difficulty equal to your Mental Traits. Let's assume you have 7. Due to the Nightmares flaw, you're down 1 trait on all challenges all night, so if you were trying to use AP on me, you'd bid 6 traits - but AP isn't against you, it's against a number off your sheet. Does that penalty apply to my Aura Perception attempt? Do I have to beat 6 traits, or 7?
The answer isn't in the book, because the book doesn't address that.
The answer is "storyteller's call".
If you're the storyteller, you have to decide that.
It's not exactly a common situation, regardless.

If you're going to focus on rules, I have but one advice:
Adapt to nWoD.
Its not that I'm worried about rules per se. I simply wanted to know how it worked so that I could better modify them for my game, if need be. When you havent even touched the book in several years and then start going through it page by page you tend to find forgotten lore. Either way, it doesnt matter any more because I have made my decision. Admittedly, Tueday was helpful, but Dolston and now vamp have both presented themselves as dicks. Not a very inviting welcome for a new board member if you ask me. As for adopting NWoD, No.

I fail to see how vamp or dolston have presented themselves as dicks as Vamp kindly suggested that you adapt a better system for LARP to your own specifications and Dolston answered your question when you asked it...
as to adapting nWoD I'd have to suggest the same... it's a bit better of a system when running a LARP the combat moves along far faster than they did in the oWoD LARP rules and if you want to run it from a Camarilla/Sabbat etc oWoD history you can do that rather easily as well...

Dolston answered your question in the OWoD forum almost a month ago, and has done so here recently as well. Your attitude is not making it easy to want to help you, but we will maintain a civil atmosphere regardless.

_vamp's point is valid, if tongue-in-cheek. OWoD MET was considered to be one of the most holey systems in widespread use.
I believe the reason for the irritation reception you've been presented with is that the point has been discussed to death over the last ten years or so, and Dolston's point on rules is the consensus of all MET ST's and rules monkies that I've spoken to.
